Andrew W. Stein
President/CEO and Director Of Summit Bank, N.A. and Summit Financial Enterprises, Inc.
Andrew Stein was Regional President of Regions Bank until April 2007. During his 11 years with Regions, he held positions of increasing responsibility, including Market President for Bay and Walton Counties, Group President for the Panhandle of Florida and Regional President for Alabama and the Florida Panhandle. From 1989 to 1997, he served as President and CEO of Florida First Bancorp, Inc., headquartered in Panama City, Florida. He continued his employment with Florida First after it merged with Regions in 1997. Prior to being President and CEO of Florida First, Stein held several positions of increasing responsibility with banks, including Chief Financial Officer, Chief Lending officer and Branch Administrator. He has a Master's Degree in Business Administration and is a Certified Public Accountant (license inactive). Stein has held several leadership positions with civic, philanthropic and governmental entities in the Panama City area.
Neal P. Dunn, M.D., F.A.C.S.
Chairman of the Board of Directors
Dr. Dunn is the founding Chairman of Summit Bank and has been a Urologist in Panama City for over 20 years. He was the founding President of Panama City Urological Center and the Bay Regional Cancer Center. In 2012, he became first President of the Advanced Urology Institute, a 45 doctor practice with over 400 employees. He is now retired from that position and devotes his efforts to health care policy and banking. He was recently appointed to the board of Space Florida which oversees the state's independent spaceport and aerospace industry. He was also appointed to the board of Enterprise Florida, the official economic development organization for the state of Florida chaired by the Governor.
He received his BS from W&L University, his MD from George Washington, and his Urology residency at Walter Reed Army Medical Center. He was a surgeon in the US Army for 11 years before moving to Florida.
He has served on the Executive Board of Governors of the FMA for over a decade and as Chairman of its highly successful Legislative Council. He sits on Florida's Prostate Cancer Advisory Council and the Physician Advisory Panel for Florida Blue (BCBS). Dr. Dunn continues to serve on numerous corporate and community boards. He is also active in several philanthropies and chairs Bay Cares, an organization providing millions of dollars of free specialty care annually to the indigent population. He is also a leader in local, state and national politics where he represents health and banking issues.
Tommy M. Cooley
Vice Chairman of the Board of Directors
Tommy Cooley is an entrepreneur with several successful businesses located in the Florida Panhandle including Cooley Management Company, Credit Bureau of Fort Walton Beach, and Assurance Healthcare. His enterprises have included restaurants, hotels and retail establishments. From 1985 to 1997, he served as Chairman of the Board of Florida First. Subsequent to the sale of Florida First to Regions Financial, he served as an Advisory Director to Regions. A lifelong Bay County resident, Cooley has held numerous leadership roles in civic, governmental and philanthropic organizations including past chairman of the Bay Medical Center Board of Trustees and past president of the Bay County Chamber of Commerce. Cooley served as a Bay County Commissioner for four years.
James T. Cook, M.D.
James Cook, M.D., has been was a cardiologist with Cardiology Associates, P.A., in Panama City from 1977 until his retirement in 2005. He received his Baccalaureate and Medical Degrees from Emory University. His residency and fellowship training were at Cincinnati General Hospital. He served as a Battalion Surgeon with the U.S. Marine Corps in Vietnam from 1970 to 1971 and continued his military service at the Naval Coastal Systems Laboratory, Panama City, Florida.
Dr. Cook has served in several leadership positions with the Florida Society of Internal Medicine, the Florida Medical Association, the Florida Physicians Association, the Florida Chapter of the American College of Physicians and the Bay County Medical Society. He served as Chief of Medicine at both Gulf Coast Community Hospital and Bay Medical Center.
Dr. Cook also served as Chief of the Medical Staff at Bay Medical Center, where he currently serves on the Board of Trustees. He also serves Bay County through several civic and philanthropic activities.
Neil C. Jones
Neil Jones is the Owner/Broker of Resource Realty Group in Panama City, a full-service commercial real estate brokerage and management company established in January 2006. Prior to his ownership of Resource Realty, he served from 2000 to 2006 as Executive Director of Advantis/St. Joe Company, St. Joe Company's commercial real estate sales division. He was honored by inclusion in the Advantis' Presidents Council each full year of his employment. His 30 years of real estate experience include broker positions with leading commercial real estate companies in Southeast and Central Florida before relocating back to his home town of Panama City in 1989. Jones serves as managing partner for several local real estate ventures including shopping centers and industrial parks. Jones also holds a Florida Insurance and Insurance Adjuster License. He has participated in many civic activities including past service on the Lynn Haven Planning Board, as well as the Board of Adjustments, and currently is a board member for Junior Achievement and a classroom instructor in Business Ethics. Jones previously served on the Board of Directors of Bank Trust and on the Advisory Board of BB&T Corporation.
Thomas S. Neubauer
Thomas Neubauer is President and Chief Executive Officer of Neubauer Real Estate, Inc., headquartered in Panama City, FL since 1977. The company is a full-service real estate firm engaged in residential and commercial brokerage, relocation, consulting and property management services. Neubauer serves in various leadership roles for community, civic, governmental and philanthropic organizations.
He is Chairman of the Panama City Port Authority and President of the Bay Defense Alliance Board of Directors; was appointed to the board of the Florida Council on Military Base and Mission Support; and was board secretary of The Catholic Foundation of Northwest Florida. He is past vice-chairman of Bay Medical Center Board of Trustees, and is a current board member and past chairman of the Bay County Chamber of Commerce, the Bay County Economic Development Alliance, Military Affairs Committee, Gentiva Emerald Coast Hospice, the Bay Medical Center Foundation and others.
Christine L. Reiss
Christine Reiss is an attorney with the law offices of Christine L. Reiss. Prior to establishing her sole practice in 1997, she was a partner with Harrison, Sale, McCloy and Thompson in Panama City, FL, with a focus on real estate. She previously was an associate at Carrington, Coleman, Sloman and Blumenthal in Dallas, TX, where she focused on real estate and banking. Reiss received her undergraduate degree and Juris Doctorate from the University of Oklahoma. She is licensed to practice law in Texas (inactive) and Florida. Reiss has been the managing partner of several successful real estate ventures. She is past president of Bay Arts Alliance and serves on the Ethics Committee of Gulf Coast Medical Center. She previously served as an advisory director of First National Bank and Trust.
Elizabeth J. Walters, Esquire, has been elected to the Summit Bank N.A. Board of Directors. Walters is a shareholder of the law firm of Burke Blue Hutchison Walters & Smith, P.A. in Panama City Beach, Florida, and has extensive experience in real estate law, primarily in the area of resort and master planned community developments and condominiums.
Walters has served in many leadership positions throughout Northwest Florida and her current involvement includes: member of the Florida Board of Bar Examiners; Board of Trustees for the Florida State University Foundation; Board of Trustees of Bay Medical Center/ Sacred Heart Health System; and on the Board of Directors for Panama City Port Authority; Bay Defense Alliance; Bay Education Foundation; and the Bay Economic Development Alliance. Walters is past Chair of the Bay County Chamber of Commerce.
